Personally I'd go:
coilovers - $1800
exhaust - $1200

I got 30kw at the wheels from

1) 3" exhaust on ebay $250 (I got lucky with this one)
2) Free Boost Upgrade $2 for some vacuum hose
3) a K & N panel filter $70

3 cheap mods that will give you a instant increase in power for a total of approx $320


You then have a little less than $2600 to get wheels and lower it.

Coilovers are a good thing. If you are going to get some coilovers, ring bowers suspension. They are in Newcastle. They did a really good price on a set of Tein Superstreets and some whiteline swaybars.

Bang for your bucks:

1) Turbo back exhaust: Either go for a Jap system or go for a CES full system which will be street legal as well.

2) Front mount intercooler. Go Jap for sure; TRUST LS-Spec. Don't even consider Hybrid / JJR / GKTech.

3) Walbro fuel pump good for ~500hp

4) Check out SAU on SydneyKid's group buy suspension kit.
