it's probably more likely to be a build up of pad resin on the disc, this causes wobble.

Did you skim your rotors before putting on the new pads ?
If you didn't then that should explain why its wobbling under braking.
Its due to the fact that the surface of the new pads has not matched the unevenness of the rotors.
That is the cause of the wobble/vibration coming from the steering wheel.
It is advisable to skim the rotors before putting new pads in.

Although some people think its unnecessary to do so as over time the new pads will form
the shape of the rotors thus the wobble/vibration will go away when it fits nicely.
These are the old school people's thinking. ie, my dad. But I always skim my rotors whenever I change brake pads. ;)

as mentioned above, its just pad buildup on the rotor.

Get the rotors skimmed, or if you want a cheaper alternative you can give them a rub back with some abrasive paper whilst they are still on the car. I have done this and you could see there was pad buildup on the rotor as it was clogging up on the paper. After this my brake wobbles dissapeared.
