Does it need any modifications to fit my s15?

They are going to stick out pretty far, especialy in the back.
With a 9J wheel I would personally choose offset between 35-40 in the rear.

for 8J in the front I would go with offset 25.

This is based on my car though.

Browse through the ultimate wheels fitting guide and have a look at what other people are using to see what kinda offset you might want.

9 x 18 on the rear?
Unless you want to run STOOPID amounts of camber, its a no no.

9 on the rear will be fine but youll need a smaller tire and a +28-30 offset to get it to fit and the arches done

Everyone's definition of fit is not the same.

Personally I think it's a good fitment. Slight camber(around -1) and tyres will easily tuck it in.

+20 on rear is pointless. Just think of all that wasted space on the inside of the arch. Loosing atleast 15-20mm inner clearance.

I know of people that run 9.5 rears on stock arches with a good offset ET30-38.

Think they would need more than -1, but then whats the point in getting 9J wheels with that kind of camber. A 7.5J or 8J would probably do the same job and be able to get lower with good alignment :rotfl:
